Can the web server read the images, i.e is the files/ directory owned by it?

When I do that, I get a message saying:
You don't have permission to access /sites/default/files/pictures/2012/forta.jpg on this server.
But when I check the permissions from sites all the way to the image, I think they are set correctly:
775 for folders and 664 for the images).

You can right click on any of them and inspect their expexted locations.

I have a site that uses the CkEditor and Media modules to allow
authorized users to upload images and create pages.
I upgraded the site on Wednesday to 7.32. Since then, all images handled
by CKEditor no longer display even if I'm logged in as admin. If I go
into the media library, all I see are broken-link icons.
I have checked that the images are on the server in the specified
location and the permissions appear to be correct (775 for folders and
664 for the images).
I have also updated all modules and I have cleared the cache.
I'm stumped.
Can someone help?
TIA.
