If I recall correctly, the logs are the default; that's what pops up.  If you look in your navigation menu, you'll see the rest of the menu options under 'administer', such as enable modules or blocks.

I must have done something silly in the install though, because I'm not
getting any login/logout on the page, and I when i go to "administer"
all I get is a log! I was expecting some sort of navigation.
