Yes. imagecache functionality is now built in.

Enable image, and then in

Admin->Configure->Media->Image styles

You can create your own image styles. You can add more options by using the Imagecache Actions module, which I've used successfully, if minimally.

When you select crop from the effects list, it gives you the options to set an anchor point.  You should be able to select the top center anchor point.
