sitepoint.com is a good site to learn web design, it has own books for web area. you also can download lots of PDF files on that site.

if u need to search something, like how to write php, www.php.net is also a choice.

Drupal theme's are built using HTML and CSS (with a smattering of PHP and
Javascript), you need to start by learning those basics.
