Its a for cost solution, where all additional modules are monetized as well. I would say that the capabilities of phpFOX can be achieved with drupal, though it would require considerably more effort than PHPfox. If youre going with a social networking site with custom, or different features, Drupal, if youre going for a site with regular, off the shelf features, and not concerned with function so much as having a site up and running, I would suggest PHPFox IMO.
