To my knowledge, it's just for consistency - looks funny in admin when some modules use "Module Name" and others use "Module name".

Incidentally, development@drupal.org would be a better spot for module questions than themes@drupal.org.

I've read that only the first letter of a module name should be capitalized, but the
above example from a very reputable source departs from this convention.

Is the capitalization important to the function of the module or to some
CVS convention?
