Hi!
I've just created a D7 module called Perfecto https://drupal.org/project/perfecto
It allows you to pull your design file (png, jpg etc) over the site and move it around for pixel perfect theming.
There's also a short screencast on the project page.

Great idea! I'm doing this with screen captures over Photoshop almost every day.
