Hi,

Not seeing that comment anymore. Generally, the issue is that since we
have distributed authentication and master user accounts on
drupal.org, we need to be able to block users on drupal.org and delete
comments on localize.drupal.org at least. Its not really possible to
give out user management roles of this level to team leaders on
localize.drupal.org I believe.
