I guess we confused several concepts here:

The CVS tarball is the nightly build. It can be unstable, and is
always changing.
It is there for developers, testing, and the adventurous.

Using checkouts from the CVS repository can be a way to easily update your
copy against the stable branch (4.6 at the moment), if you have local
modifications.

I hope it is clearer for everyone now.
