I think this is a great idea to make it easy to get a "level 3" site
up and running in a short time which then gets the company to a place
where a level4 site isa  few modules and some customization away from
being enabled.  Great system.

Laura - I think that since it's a relatively small amount of work to
disable somthing /in addition to hiding it/ and that small amount of
work gets me gained comfort about safety I would take the step of
hiding and disabling the un-needed modules until they become needed.
