Again: I am not yet even thinking about *how* to achieve anything. So yes, you 
can very well disabl a login block.  But we also need to have prconfigured 
taht users cannot make accounts (smartasses know they have to get to /user). 
and there is much more of such things. 

A small sentence like 
 * DrupalCOM only has accounts for peolpe working on the site 
Is easy to understand, and easy to agree upon. The next step would then be to 
figure out exactly how to achieve this.

Oh, and never forget: it is not going to be some hacked up fork! Its just a 
preconfigured, predefined Drupal. Taht means you can do anything with it you 
can do with a vanilla drupal. Just that it will have a different 
pre-configuration.
