municipalities

Further to an agreement signed in August 2005 by the Ministry of  
Industry, Tourism and Trade and the Spanish Federation of  
Municipalities and Provinces (FEMP), over 2,400 Spanish  
municipalities will be granted access to the PISTA Administración  
Local e-government platform.

Launched in January 2005, PISTA Administración Local is an ICT  
platform designed to help small and medium-sized municipalities offer  
e-government services to citizens. Access to PISTA Administración  
Local is made available free of charge to municipalities and,  
according to the project’s initial agreement, FEMP is in charge of  
maintaining and promoting the platform as well as of providing  
technical assistance and training to participating municipalities.  
With the signing of a new agreement on 1 August 2005, the FEMP is  
committed to implement the platform in at least 2,400 municipalities  
over the next two years. Ultimately, the platform should allow all  
Spanish municipalities to have a web presence and offer transactional  
e-government services

Based on open source software, PISTA Administración Local includes a  
number of functionalities such as for instance a content management  
application and an electronic newsletter generator. The platform was  
launched in the Framework of the PISTA Programme, an initiative  
managed by the Ministry of Industry’s Directorate General for the  
Development of the Information Society. PISTA, – which stands for  
‘promotion and Identification of emerging services of advanced  
telecommunications’ – is designed to facilitate the emergence of  
electronic applications and services in a number of key sectors,  
particularly the public administration"
