[consulting] Drupal.org forum changes

Hello world,

I split 'Services and hosting' into 'Hosting companies' and 'Job
offers and reverse bounties'.  It is now two fora instead of one
forum.  I also re-categorized more than 180 existing forum topics
(which turned out to be quite a job).

If you have time, please spend 10 minutes recategorizing existing
forum topics to facilitate this change.  Thanks.
