Though functionality wise this is much the same as Global Server Load Balancing, it /is/ something completly different from a technical POV and still needs a "master" scenario (read: one infrastructure that is leading for all content). It works best for "static content" rich sites (read pictures, stylesheets, audio etc) but not easy for "dynamic content" (read: comments).
If one needs offloading of content, CDN (or to akamai :-) is a good solution. If one needs HA of dynamic content, it wont work.
