[consulting] Affiliate module requirements

I believe I have 2 clients who might fund such a thing.  I have one project
now for which the requirements are not very different.

I look at 1shopping cart as the model in many ways.

I have not been involved yet in funding the development of a module.  What
steps would you recommend taking to see if others would be willing to add
funding in to sweeten the pot?
