ACM conference fees are dramatically higher than Drupal association
membership fees.  ACM memberships are very much lower and usually thrown in
as part of the high conference fees.

In this case registration is around $1000 for SigCHI, the last ACM
conference I attended, and they throw in ACM membership, valued at $99,  for
free.

Drupal membership for individuals is going to be $30 US and the Barcelona
conference will be around $50.

If you are a member of ACM you save around %15 of your conference fees.
Perhaps a %15 conference discount is in order for Drupal association
members.
