What I mean by taxing community behavior is placing "pay for play"  
kind of fees on activities that are now free. Voluntary tip jars,  
memberships, sponsorships and ads would not fall in this area (though  
I'm not necessarily endorsing all of those options).

Sliding scale can be a tricky thing, especially when most people do  
not at all want to declare their budget before discussing particulars  
or even seeing a proposal. Sliding scale also gets into this idea  
that d.o has a vested interest in knowing what people have in their  
pockets. Is that really where we want to go?
