[consulting] Best way to reach out to Drupal developers in a specific city

Hi All,

Is there a preferred way to reach out to Drupal developers in a specific
city (in this case St. Louis, MO) about a potential employment opportunity?

Is this email list the preferred route, even though lots of traffic appears
to be related to freelance work that does not have geographic constraints?
