The whole flavor of this post posits an attempt to regiment software
development strategy.
Are you saying people shouldn't use the Form API to make a custom form?
Above and beyond the answer to that question, yes, another developer will
have to upgrade a prior developer's Form API invocations, and that is not
wrong, that is part of any normal Drupal website application developement.
That needs to be considered.
