[consulting] Drupal web design as hobby - shall I start consulting?

I have done today some research how much web design companies are asking for
similar sites in Russia. And I'm confused. Numerous companies are offering
sites with similar functionality starting from  500 Euro. I mean 2500 Euro
and 500 Euro - feel the difference :) And that's 500 Euro includes custom
CSS design !!!

Honestly, I have no glue how they get any profit with such kind of prices.
Unless they use students to design sites who are ready to work for the food.
