You might have a look at AppMaker.
It's a tool for assembling a simple app without having to write any code, so you can imagine what some of the limitations might be.

I had the opportunity to use it for minimal cost a few years ago, and while it isn't too ambition=us, it did what it said on the box - in my case, made a little iOS app for a client that simply pulls a feed from her blog and lets you read the posts on your phone. She was happy, I wasn't too irritated,  fun times.

In addition to whatever AppMaker is charging, you'll want an Apple developer account at $99/year. That's necessary for getting your app into the store.

Appmaker seem to be in beta with an Android solution - can't speak to that at all.

I'm not really looking to go into this low-end app business, as I've got my hands full with Actual Work™.
