This was already accomplished by Steven's plain-text checking patch [1].
(Here's the diff [2])  He also included patches to fix this on xtemplate
and chameleon, and I have attempted to update all contrib themes [3].

The default implementation of theme_page() should strip tags from what
it uses in the header. em tags will should appear in titles a few
times.
