Regarding #1: True, it wouldn't really have helped to solve the problem
I linked to, but I'm sure it'll save some other people (who actually
read the comments) some hassle.

As threads like this [1] show, it would probably be good to document the
cookie life-time in settings.php explicitly. Patch attached, might need
some re-wording, though.

This setting came as a result of discussions http://drupal.org/node/2974
and http://drupal.org/node/17303
I recall someone else spending some time documenting a few things in
settings.php in a separate patch, but can't remember who it was, nor
can I find the patch itself.
