This patch moves all of the "which page to show" logic to the bottom of
update.php. This code then does the single call to
theme('maintenance_page'), similar to how theme('page') is called for
the rest of Drupal.


This will make future patches shorter and more separatable by page. It
will also provide a clear place to put in a progress page.
