I just started playing with the pgsql db and encountered a
no-error-empty page because i forgot to restart apache after enabling
the php_pgsql module. No error is shown because the pg_connect is
@error @squelched. I have added a simple error page for that case.
I think even for stupidy, wich really is the reason for this, an error
should be displayed.


Please review, especially my bad english...
