That makes the menu too long/flat, IMO.

One alternative would be to have 'access control' and 'profile' tabs 
directly under 'admin - user', instead of under 'admin - user - 
configure' (one level less deep).

What is most needed is a highly-predictable location for settings 
(without making them hard to access).  The problem is that some 
settings, like the throttle module settings can only live under 'admin - 
settings'.  As a result, the 'object oriented model' doesn't really fly.
