sorry, my mistake.  The earlier version of cvs that I was using didn't
have the 'block body' field on the configure page.   Seems it is fixed
in current versions.

The block delete link seems to be missing, patch adds the link back in.

It seems the block 'edit' link is missing too.  Although I can't even
find the 'edit' page ( admin/block/edit/block/1,
admin/system/block/edit/1, admin/block/edit/1 ??!)
I guess this should be a seperate bug.
