Well, there is a 'try' in the sense that Drupal is going into some 
direction, and we do hit some failure points.

The name of the settings menu item is confusing, not how the other 
settings are locate IMHO. Where else would those general configuration 
options go, if you eradicate the settings menu item? Is it that easy?
