Mixing them up is totally wrong. I agree. But even when both are links it looks really, REALLY bad. Take a look, for example, at MS Visual Studio 2003's setup screen. Appalling (s)! Just because MS is following a trend doesn't make it the de facto standard, IMHO.

One more thought on the topic:

When you offer the user two choices {Confirm | Cancel} they should both 
use the same interface. If they were both links I'd be disappointed but 
would get used to it. Mixing them up is what seems so wrong.
