Please see the patch for http://drupal.org/node/1482, which fixes this,
by producing a full DocType declaration for XHTML, an HTML element with
namespace declaration, and a content-type hint for UTF-8 charset.

As the subject says. CSS to be linked should be /misc/print.css

The current CVS version still produces only <html> as a root element of
the document.  Is this good enough?
