* John VanDyk's publish-subscribe would be the best way to tightly  
couple together sites.
* a single user base (e.g. LDAP) and/or a federated identity system  
(e.g. SXIP)
* N-tier architecture with load balanced web servers and clustered  
MySQL DB

Aren't you guys close with MfA? How are they doing it? Can't they  
write up a short note?

And I'm not sure what you mean by national sub site in regards to the  
netherlands. It sounds like they want one site.

Can a Dutch speaker get in touch with paul molenaar and ask what he  
needs?
