AFAIK there have been cases of abuse of the cvs server by opening too
many connections at one time. Kjartan has taken measures that will shut
down the cvs server for some time if this occurs again. I guess you
tried to access the server during one of these downtimes.
Waiting some time should cure this problem. The cvs server works for me.
