This change has completely broken primary and secondary links in EVERY
non-phptemplate theme.  (including chameleon, which is in core)

I am working on a patch.

Also, there is now a duplicated function (seemingly unrelated) in
updates.inc causing a parse error in update.php. -- update_130() is
the problem function.

It would be nice if someone could come up with some clever regexp's to
place in an update function for migrating from the old links structure
to the new one.
