[drupal-devel] [bug] drupal_set_message docs should be updated

Hi, I am working on this at this very moment :)

I would like to submit my proposed guidelines to
the doc list for discussion prior to submitting as a patch,
so please go ahead and apply Stefan's patch
now if that makes sense.
