It is not about those that have it switched off.
Non-degradable javascript is a big no-go for a whole range of reasons, which I thing
are not even open to discussion.
A javascript implementation should be developed as follows:
Develop a well working HTML thing.
Add CSS to make it work/look even better
Add Javascript to make it more interactive.
Never ever approach it the other way around. You will lock people (google?) out. You
will add problems and you will break peoples website experience.x
