I don't see any reason why the user signature that is provided when
writing comments shouldn't be there when forum topics are created as
well.

Here is a very simple patch that just does this the same way as it's
done in comment.module.

should implement for all nodes, not just forum ... ideally we move sig
code out of comment and into common.inc or user.module
