Here is an improvement to the largely inscrutable help text on the
admin/taxonomy page. It is a much gentler and generic introduction to
the idea behind vocabularies and terms and avoids all jargon. The more
difficult stuff can be covered on other pages and in the help
documentation. It also to reflects the changes to the user interface
which no longer lists the terms below the vocabulary.

This patche replaces the previously uploaded patch which contained a
typo.

Reads very nice! One type, "You can relate vocabularies to eachother"
... "each other" is two words :)
