[development] Tagging contributions for 4.7

Hi,

this is a reminder to please tag your contributions appropriately for 
4.7. Many people have become very wary of CVS HEAD because of the major 
incompatibilities between 4.6 and 4.7. We need people to test RC2 so we 
can get 4.7.0 out the door and start working on the next version. That's 
not going to happen if people are still afraid to upgrade!

Please don't wait for a 'perfect release' before tagging. You will never 
iron out all the bugs without the large test base that a properly tagged 
contribution receives.
