Disregarding the constraints of reality, I always liked this idea for a 
rating.

Create a new profile filed *top 5 contrib modules* for every user. Let 
everyone can make a value judgement (using whatever criteria they like). 
Then, with each user/module pair, calculate a score based on user info 
such as "number of posts", "time since last post", "number of commits", 
"whether they are Dries or not" and allocate these points to the module.

Does that make sense? IMO, that would be superkool.
