[development] node options behaviour on editing by non-admin user

I've just posted a small patch to the node.module that would preserve
the node options properties ('status', 'promote', 'sticky',
'revision') when a non-admin user edits their post (current behaviour
is that these properties revert to their system defaults). This change
was requested by a client and I think it's worth considering for
drupal's core.
