i couldn't agree more with everything you've laid out -- this makes a  
lot of sense.

the only thing i would add (and i think you kind of already covered  
this) is: no matter how much structure you build, there are  
exceptions, and chaos.  so let's get a more clear policy in place  
that encompasses all the new tools we have (so that development that  
would benefit from the model you laid out can take place in a more  
informed manner) and also have a community place to put 'other  
stuff'!  :)
