Nothing to worry about.  Can you give a reference to the documentation
that has confused you?  We need to update any documentation that may be
confusing.

Ah, the comments do explain, but this would appear to be a common question
better addressed on the page itself.

I would condense webchick's comment here (
http://drupal.org/node/101009#comment-178007) to eliminate confusion.
Here's suggested text correction:

"You should not put anything else here. Please note that the quotes are
required; some PHP versions are more sensitive to the punctuation than
others.  When .info files are committed to CVS, this tag will automatically
be expanded to express the correct version information."
