[development] A change in documentation coordinator: Steven Peck

It is with regret that I have to take a leave of absence from drupal.org 
for the next few months. Thus, Steven Peck will be taking over as the 
Drupal Documentation Coordinator. As most people know, Steven has 
demonstrated dedication to the user experience by constantly providing 
assistance in the drupal.org forums. He has been instrumental in 
refining the Drupal handbooks, such as his recent (in progress) 
reorganization of the Drupal handbooks to better support user needs. As 
a champion of the user experience, I know that that Steven will provide 
excellent leadership for community efforts to continue to improve Drupal 
documentation.

So everyone, please join with me in thanking Steven for taking on this 
role and offer your support.
