OK, I started a wiki page at Bryght's wiki:

The goal is to collaboratively create a document that can be copy- 
posted into a forum topic on Drupal.org.
The document is meant to be a brief summary with a strong focus on  
concrete action points.
I'll take a snapshot of the document within 24-48 hours so please  
take 5 minutes to extend this document.
