[development] Dead File in CVS (eclipse help)

Can someone help figure out how to resurect a file in CVS with Eclipse?
I followed the directions for "Restoring deleted files from the  
repository" but no matter how many revisions I  make to this file,  
the initial "file removed" seems to keep it dead.

I read the CVS manuals and I think it was saying I need an admin for  
this?
