I don't think there was/is.  The page used to show a list of sites  
that 'phoned home' using the drupal.module.  The base directory  
functionality is still part of the drupal.module.  The problem with  
the site is that the list grew unwieldy (too long, we had no paging  
or categorization).  Plus, it was considered 'risky'; the sites could  
be an easy target for hackers whenever a major security issue is  
discovered.
