[development] Contributions CVS Maintainer

Hi,

Whos' the contributions CVS maintainer? I requested an account but
looks like my username is already taken. Was wondering if I can email
that person directly.

I took the Authenticated web service code and made it into a module
for 4.7. Works exactly the same way but doesn't need to be integrated
into core.
