[development] Rating module quality (actual patch for project.module)

After all the back and forth discussions about rating
modules/themes/etc, Adrian poked me with a stick until I whipped up an
actual patch. *grin*

http://drupal.org/node/50605 has the details for those passionately
interested in project.module and its future. The changes make use of
VotingAPI, so there may be philosophical objections by some, but it's
code and it's there. Feedback/changes/ideas welcome!
