You are adressing that one point in Drupal that is actually working very well. 
We handle this trough po files. 
But that leaves us with a wide open space for translating:
* content (nodes, comments, terms)
* configuration (profile fields, node-types, node-fields, menu entries, and 
many, many more [1] )

[1] Example: "Add /news entry/" and "Voeg /nieuwsbericht/ toe": t('add %name') 
but how to translate %name?
