Okay, but how to reach that consensus? I am a bit afraid that if we want to 
reach this on the development ML, we won't reach this at all. :/

I have a plan, but that is really for a longer term, so in this case it might 
not be the best route. I want to built drupalCOM on a new structure (after 
RoR), then spend some time tweaking and trying that. Once some people have 
tried it, and feel its a good structure for 1) development, 2) security, 3) 
deployment on Joe Hosting Provider and 4) multisite environments, we could 
propose that change for core. 

Now, my main issue was that it is hard to maintain this against drupals CVS, 
when all the files are moved up and down. So I am still pondering about the 
practical side of it.

But as mentioned, this a long route. We might want a quicker solution?
